5 Year Forecast Submission
All city, local, exempted village, and joint vocational school districts are required to submit an updated FY13 five-year forecast by May 31, 2013. The May Update Period opened on Monday, April 1, and submissions will be processed on a daily basis through May 31. Any district that does not have a forecast submitted and processed before June 1 will be considered to have missed the statutory deadline.  If you have any questions concerning this submission please email fiscal[at]neont[dot]org.   

BWC Surplus
Not surprising to many, the Ohio Bureau of Workers’ Compensation (BWC) has announced that it is sitting on a gigantic surplus.  This surplus is so large that they are in violation of their own funding ratio guidelines and contemplating how to best get rid of $1 billion dollars.  BWC Administrator Buehrer’s proposal to his Board of Directors is requesting the following actions be approved May29-30 at their next meeting.  First, Buehrer is asking for an authorization of a one- time dividend to all employers.  Each dividend will reflect 56% of the 1/1 – 12/31/11 billing amount.  These checks could arrive as early as June.  Second, is a change in the premium collection schedule from payment in arrears to a prospective payment.  Instead of paying in May for the previous year’s activity, public employers would now pay in August for the succeeding year.  They estimate that this would result in a 4% rate reduction for public employers.  This transition would most likely take place in 2014.  Finally the third request would increase the BWC Safety Grant Program budget from $5 million to $15 million.

These coding changes are optional for FY12-13 but must be in place by the end of FY13-14. 


USAS-R Milestone #6
This milestone includes enhancements  to reporting capabilities.  Customizable detail reports can be generated for all data types.  This milestone will also focus on an updated requisition query and new mass-convert option for requisitions, as well as full implementation of custom fields and query capabilities.  Testing of these updates by ITC’s is currently underway.  Full details can be found by following this link.  


USPS-R Milestone #4
The next public milestone release of USPS-R is now available.  Milestone #4 is a significant improvement over #3.  It features an updated look and feel consistent with USAS-R.  Initial stages of the actual payroll process itself are now also available.  This includes the ability to initialize a payroll, which performs the equivalent of the legacy INICAL and CALCPAY steps.  A successful payroll initialization will generate the USPS-R equivalent of a pay report.  Testing of these updates by ITC’s is currently underway.  Full details can be found by following this link.
